URL Rating (UR) is Ahrefs' 0-to-100 score measuring the backlink strength of a single page rather than the whole domain.

Where domain rating (DR) scores an entire website, UR zooms in on one specific URL, factoring in the links pointing to that page plus internal link equity flowing to it. It accounts for both dofollow link and the structure of links reaching the page, making it a closer proxy for how well that individual page might rank.

UR is useful when you are evaluating a guest-post or link insertion opportunity on a specific article, because a domain can have a high DR while the actual page you would be linked from has a weak UR (and therefore little link equity to pass). It also helps you spot strong internal pages worth linking from when planning internal link campaigns.

As with all Ahrefs metrics, UR is a third-party estimate, not a Google signal, and it correlates with rankings without causing them. Use it to compare candidate pages, but confirm the page actually ranks and attracts traffic before assuming its UR translates into real value.
